That ZIP file has the whole SyncDocs program as well as the backup file with my database. Just download, unzip, run SyncDocs, then drag and drop the "downloads" folder into the SyncDocs window. Open Tap Forms, tap the "SyncDocs" server, then tap the "May 5, 2010" under Backups and hit Restore.
I've found that sometimes the restore function can be twitchy, so if my Oakley Inventory database doesn't show up, try and do the restore again. When creating a new form, the Oakley Inventory database should be at the bottom of the preset forms list, under "Uncatergorized."
